Dr. Chen is a professor in the Department of Long-Term Care at the National Taipei University of Nursing and Health Sciences in Taipei, Taiwan. Her research focusses on elderly welfare policy and service, long-term care policy and migrant care workers. Dr. Chen’s PhD dissertation, completed in 2006, was titled: The Long-Term Care Policy in Taiwan: From the perspectives of elderly’s living arrangement and unmet needs. In addition to her University position, Dr. Chen has served as President of the Social Welfare Association of Taiwan, President of the Taiwan Association of Family Caregivers, and Chief Executive, Taiwan Association of Social Work.

Dr. Chen has been collaborating with the P-SEC research group since 2016, when she came to UNB and held a Harrison-McCain Foundation Visiting Professorship Award. She returned to Fredericton in the summer of 2018 to continue her work with the P-SEC lab. The following year she arranged for Drs. Gouliquer and Poulin to visit Taiwan and present findings from several of their studies at a number of academic events, including a keynote address at the International Conference of Social Welfare Association of Taiwan. Dr. Chen’s collaboration with the P-SEC research group has yielded many opportunities, cross-cultural insights, and scholarly presentations. Our collaborations focus on cultural-comparisons of the experience of the 90+ years old, and their caregivers, with a particular interest on gender and marginalisation.
